thread shear calculations are not too difficult :) 1.5x length to diameter is a general engineering rule of thumb, yes. That also generally includes a 2x safety factor (another engineering guideline) IMO you have plenty of thread left to install the head. As long as the threads are clean and the bolt threads in freely (so you can get the proper torque). The proper way would be to install a thread insert (heli-coil, keensert, etc)
